President-elect Bush may issue an executive order imposing the "global gag rule" as soon as Monday. Under this law, foreign non-governmental organizations would not be eligible for U.S funds if:

• with their own non-U.S. funds
  
  
• they provide abortions (legal or not) or if they "engage in activities or efforts to alter the laws or government policies of their own country or any other country" regarding abortion
